about how to be prepared for severe weather. down in annapolis, people there are just trying to make sure that their boats are okay. hurricane earl is occurring as annapolis is hosting the 44th annual race week. race officials say if tides and winds are too extreme some plans may be cancelled. hurricane isabel in 2003 brought back all sorts of memories for boaters and dealing with storms is nothing new to annapolis, many people are taking this storm very seriously. >> we'll change our plans. we decided to work our way back closer to rock hall, our home marina, by thursday evening. >> reporter: as you can see many folks in annapolis are not taking any chances. reporting live in downtown baltimore, sherrie johnson, abc 2 news. >>> 70 degrees. hurricane earl is far away right now but it's already casting a huge shadow over the labor day weekend plans that many people have at the beach. we talked to the ocean city mayor about storm preparations and what people vacations in ocean city need to know. >> the 40 to 50-mile-an-hour rain, we can handle. the beach is in good shape. we'll get som

with this shortly. shady side and annapolis. it's just heavy rain. we'll watch this storm, could race to your location, you could be next on the list. right now, look at rainfall, annapolis, over two inches. edgemere, 2.63 inches and anywhere from an inch and a half to over two inches of rain in most locations. flooding already an issue this morning. storm drains are having a hard time handling all this water running down. we'll have to deal with periods of rain through the afternoon and into the evening. in all honesty, it's going to get worse before it gets better. let's see what's happening on the roads. they're already bad enough. >> in addition to accidents, we have several roads closed and flooding. not the morning really to be trying to hurry and go anywhere, just not going to happen. outer loop, liberty road, pretty much traffic is stopped. we had an earlier crash at wilkins, cleared out of the travel portion, it continues to block both shoulders, perhaps rubbernecking going on there, in addition to volume on top of the rains and the reduced visibility. as we look at our maps, this is

to be sandbags given away in alexandria. let me throw it to scott broom, my colleague in annapolis. >> hey, bruce. you just talked about sandbags and here in annapolis at the city dock they have a pallet loaded of sandbags. this is a big trailer. some of the local merchants have grown used to stacking up sandbags and a high water sign here. this is a normal thing for annapolis as they anticipate the high tides. but what is not normal here is a new anxiety, an old dam near town which has been declared unsafe and the question is how much rain can it take. >> this is where i believe about 270 feet from end to end. >> reporter: annapolis city spokesman phil gallan gave me a tour of the water works dam today, suffering from eroding foundations and gaping cracks. >> that's an indicator of our need to make the repair. this is certainly evidence of that. >> reporter: because of all this, the dam has been declared unsafe by state regulators who have ordered the city to fix it. in the meantime flood watches have gone up and city workers have been opening valves to draw the water works reservoir down in ant

. >> the this weather has definitely impacted all of us. we have live team coverage from annapolis back to baltimore county. people are dealing with a lot of water in a short period of time. let's talk about what is going on in rosedale tonight. portions of poe las key highway are open again this evening after flooding, and other serious problems near rose dale avenue earlier today. around noon they brought out a swift water rescue team but never actually had to use that team. unfortunately the team skill couldn't help people along this sex of the poe lags key highway. local streams began to swell forcing water through the doors. double businesses were flooded with as much as 4, 5 feet of water. workers didn't have time to grab supplies or belongings, they just had to run for safety. >> now it's like this, so to me it is amazing. the water just rows reel fast, we didn't even get out, it was a mess. >> coming up at 6:00 we're going to show you the extent of damage to some of these local businesses. well abc 2 was on the scene in parkville as cruz got a call for a missing 12-year-old. we're happy to r

but in the meantime we're looking at the rainfall coming in the annapolis, the naval acaddied he 6.96, last time we were at 6.92, we're definitely getting the rain totals stacking back up. speaking of the rain totals, check it out here, elsewhere, edge mere, 7.69, so we're edging closer to that 10" mark i was just talking about. perry hall coming in at 6.34 and into glen oaks, 3. . it is in the area of annapolis right now. here is the text provided by the weather service. a tornado warning in effect for east central and are rumble county in central maryland until 10:15 a.m. this morning -- ann arundel county. severe thunderstorm capable of producing a trade of 12 miles south near south river north of 25. it is moving rapidly to the north. locations in the path of this section of the sto that might produce a tornado. have not had any reports of anything yet. gibson island, pine hearst, ultimately fort smallwood state park. it is moving north toward baltimore. right along the chesapeake bay or inland on the western shore of the bay. this is annapolis on the map in case you are having a hard time reading the information. here is gibson island's right here. you can see the storm activity. the strongest is highlighted in red. moving north toward rather rapidly. to the south, the intensity is not very strong right now. there is a lot of rain across the. at this stage. interesting to note, we had the lightning detection system on but there is no lightning detected from any of

of baltimore right now in annapolis and rock hall. the entire state is encompassed with showers this morning. we had tornado warnings around st. mary's and calvert counties. right now the area is under a tornado watch until 1:00 p.m. the remnants of nicole are around south florida. we have a tropical conveyor belt of moisture and it is all moving northward, right into the mid atlantic and the state of maryland. we have more than 4 inches of rain likely. we could see more than 6 inches by the end of tomorrow. flash flooding occurring around the district and south of baltimore. the tornado watch is in effect until 1:00 p.m. there is also a high-wind advisory. let's check of the morning commute. >> it has been a mess. was a tanker truck that overturned on eastbound 70. we still have all lanes closed in the eastbound direction until the patapsco river bridge. it has been up writing, but the closure remains in effect. you are forced off at southbound 29. watch for heavy delays back heavy 40. you can see the delays from wilkins because of an accident on the outer loop. cold spring at loch raven, a

annapolis trail. police say 21-year-old michael johnson of pasadena grabbed a woman and tried to drag her into a wooded area yesterday afternoon. the woman screamed and an neighbor came out to help her. the suspect ran off. johnson is charged with attempted rape, assault, kidnapping and false imprisonment. >>> baltimore county police have released the names of the three suspects charged in a stabbing in reisterstown. 20-year-old richard bradley was stabbed early yesterday morning at the shell gas station in the 11,900 block of reisterstown road. bradley and a friend got in a fight with three others at the gas station. bradley was stabbed several times he's in stable condition at shock trauma. all three suspects are being held at the county detention center. >>> search crews with dogs are going house to house in a california neighborhood where dozens of homes have been damaged or destroyed by a natural gas explosion. it happened last night in san bruno in san francisco. four people are known dead but the number could rise. 50 were hurt. the investigation is just beginning. >> reporter:

workers in annapolis have released water ?yiiuá water works park. the state has determined the dam unsafe and some hope the dam can actually handle all this significant rain av expecting. don harrison has more. >> reporter: annapolis city received a letter from state inspectors that warned a dam located west of annapolis and water works park off of route 6 50 was unsafe. the letter stated dam failure to result in massive flooding which may result in the loss of life and property, particularly to those traveling on the road at the time, as well as those downstream of the dam.  i believe it's about 270 feet from end to end. >> reporter: the mayor's office says the city is aware of of the 5problem. >> there is underground erosion right next to where the dam is. they are worried about long term and breakdown. but be clear there's no imminent threat of a major breakdown right now. understand there's a risk and we're going to be moving later this year on a number of repairs. we have staff here to monitor the water level tat the dam nearby. >> well, the dam as you can see there's cracks

in annapolis. frederick only to 77. and breezy day too. we had peak wind gusts this afternoon close to 25 miles per hour. so another reason why we still have the concern about burning outside and any kind of a spark could cause major wildfire in maryland through the next 24 hours until we do get some showers in here because the humidity is so low. and it looks like it will stay breezy into the day tomorrow as well. clouds rolled in off of that area of low pressure well north and east of us did not generate any rain in the mid atlantic. but you can see the spin in the corner of your screen large area of low pressure the cooler winds picking up moisture off lake erie lake ontario. this is the area we're watching into the weekend. storm system just now beginning to develop out into the lower midwest and also a piece of this will be down in texas. those are those areas kind of come together head our way as we go into the weekend. our forecast model keeps us nice and dry saturday a mixture of clouds and sunshine check it out into sunday. 8:00 in the morning chance for rain, maybe the heaviest north
